Funding Scheme for Children’s Well-being and Development - Special Call for Projects on Promotion of Child Protection in Ethnic Minority Communities
The Commission on Children (“CoC”) has set up the Funding Scheme for Children's Well-being and Development (“the Funding Scheme”) with the objective to encourage and enable non-governmental organisations, schools and child concern groups, etc. to undertake promotional and public educational projects on children-related issues to promote the rights, interests, well-being and development of children.
To tie in with the commencement of the Mandatory Reporting of Child Abuse Ordinance (“the Ordinance”) in January 2026, CoC is inviting funding applications for projects on the specific theme of “Promoting Child Protection in Ethnic Minority Communities” to raise the awareness of ethnic minority (EM) communities on the Ordinance and child protection through this Special Call.
Applicants can submit funding applications for one-year projects mainly focusing on local districts/schools. The funding cap is HK$300,000 per project. All activities must be carried out within the period from 1 August 2025 to 31 July 2026. Applicants must possess the experience in conducting promotional and public educational projects of similar scale and nature with EM communities as the target participants in the past two years. Successful applicants are required to submit progress reports, covering (i) the first three-month period from August to October 2025, within November 2025; and (ii) the first six-month period from August 2025 to January 2026, within February 2026 and a final report on or before 30 September 2026.

Eligible groups or organisations intend to make an application for funding, please complete the paper application form as attached at Annex B of the Funding Guidelines. The duly completed application form together with other required documents should be submitted by post or in person to CoC Secretariat (Address: 10/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong) on or before 5:00pm, 10 June 2025. (Note: Date on the postmark would be treated as the date of submission if the application is delivered by post. Applicants should ensure that sufficient postage is affixed before posting so as to avoid unsuccessful delivery of application. Any underpaid/unpaid mail items will be returned or disposed of by the Hongkong Post.) Please state on the envelope “Application for the Funding Scheme for Children’s Well-being and Development - Special Call for Projects on Promotion of Child Protection in Ethnic Minority Communities”. Late application will normally not be considered. Each organisation should submit no more than one project application.
The applications for funding on projects of other themes under the regular annual call of 2025-26 Funding Scheme will be separately invited in the second half of 2025.
